Generally humans don't class each other as pets unless they're into certain subcultures, I would say he's more of a companion.

I don't doubt his work ethic, it was more a surprise that he just stopped at the first one. He just wanted the badge to learn FLY, but didn't decide to go after the gym that gets you the HM.
